Answering that question depends on whether we are speaking of a religious Jew or a secular Jew. In addition, it depends on whether we are speaking of a Jew living in the land of Israel or a Jew living outside thel and (in the diaspora). In that sense, it is obvious that the first issue to consider is one of community.

To be Jewish means to be part of a community, part of a nation, part of Israel. That is foremost important. It means to worship and acknowledge the God of Abraham, Isaac, and Jacob. It means to acknowledge that Moses was the greatest prophet who ever lived and through whom God gave the Torah to Israel. (If you're a Messianic Jew, of course, it means that you recognize that Moses was the second greatest prophet, and that Yeshua/Jesus was the greatest prophet.)
