In terms of the reason for financial aid's implementation, it has existed in varying forms since the development of "welfare states" in Scandinavia and the UK, and has been expanded on a global scale. However, aid in general persists as a largely humanitarian and international concept, while it exists on a smaller scale nationally, taking into account state benefits, health care subsidising etc.
