    One way to approach this would be by differentiating between persuasion and manipulation or coercion.

    If a candidate for an elective office lies about his records in an effort to win votes, it is manipulation. If she uses threats (overt or covert) to get the votes, it is coercion. However, if a candidate tries to argue for a particular position he or she holds and tries to convince voters that his or her stance will be the best for them, he or she is being persuasive. Two people may try to make the same point, but the one who is more persuasive, that the one who is able to put the points across more forcefully and more convincingly, could easily carry the day.
