If a candidate for an elective office lies about his records in an effort to win votes, it is manipulation. If she uses threats (overt or covert) to get the votes, it is coercion. However, if a candidate tries to argue for a particular position he or she holds and tries to convince voters that his or her stance will be the best for them, he or she is being persuasive.
