The courts of any country are supposed to represent the legal entity where citizens are able to attain equal and fair justice, which is why departmental policy must understand and incorporate social conflict theory into its operations. This theory is placated upon the view that crime emanates from conflict in society wherein the general public and those disenfranchised from wealth and success believe that courts, police, and the legal system works on behalf of the wealthy and powerful against the majority. Therefore, many people believe that the judicial system in America is unjust and not representative of equal and fair justice.
