Discretion is poorly used on a regular basis by police, such as when police officers stop a Black motorist for a cracked windshield but don't stop a white motorist for the same issue. The real reason that the Black motorist is stopped is not for the cracked windshield, but instead because of the officer's racist viewpoints about African Americans in regard to drugs. The traffic stop is just a precursor to allow him to search the vehicle whereas he could have stopped the white motorist for the same traffic issue but chose to use his discretion to target what he perceives as a "likely" criminal in his racist view.

2. Describe an example of an actual event where discretion was correctly used. Explain why you think it was correctly used.
