ArcGIS V9.0 Steps:
1. Start Arcmap.
2. Click on the "Add Data" button.
3. Find the existing Parcels shapefile you want to select polygons from and Add it.
4. If you can see on the map which Parcels you want to select, then you can simply use the "Select Features" tool. Click on the "Select Features" tool button then click on the parcels. Hold down the Shift button as you click on each one and you'll see a blue colour outline appear on each polygon indicating that they are currently selected.
