All organizations, government or business, large or small, operate with some inefficiency. It would be great if all inefficiency could be eliminated but, at best, in the "real world" it can only be reduced to an acceptable minimum. For the sake of this discussion let us assume that all federal government inefficiency has been reduced to this minimum level.
