The Medicare part D was passed by the Congress and signed by the President in 2003. The Medicare bill is designed to help people pay for prescription drugs by signing up with a program of their choosing, approved by the government. It cuts costs of drugs for seniors, disabled, and other Medicare beneficiaries by creating co payments of reduced rates on all categories of drugs. The Veterans groups along with the Veteran's Administration along with the AARP were vocal with the AARP lobbying heavily for a program and then for the appropriate benefits for seniors.
