From an enterprise risk perspective is it acceptable to regulate weight for "health" purposes but not acceptable to regulate weight for "appearance" purposes?

First of all, the rules are pretty stringent and not really based upon on any reasoning as people may be under healthy weight to begin with so gaining 7% may mean that they are becoming healthier rather than bigger, especially if they are too small to begin with.
