1. Cognitive resource theory defines the ability of the leader as the leader, under conditions that require decision making based on experience. The leader's intelligence and ability to make decisions, using experience is most important when that leader is under stress. If the task is simple to direct or requires no leadership direction, then intelligence or experience is not important. However, if the tasks are complicated, then experience is the key to making decisions while under stress.

Stress affects the ability to make decisions and while some stress is low and considered good for people, high stress is not. In these more stressful situations, intelligence is not considered as important as experience. The more decisions made under stress, the more experience helps make competent decisions.
