Absoluteness is a key factor in sovereignty. To be absolute means a sovereign power has no restrictions from existing laws passed down from their predecessors. There is no constitution or cultural laws that have to be abided by which gives those in power absolute sovereignty over everything as nothing is deemed outside of the sovereign powers control (Brown & Stern, 2006). It is this independent power by one country that makes sovereignty difficult when dealing with globalization as a factor in the concept of National Sovereignty.

The concept of sovereignty has been seen in one form or another throughout history beginning with the early Romans. The application of sovereignty and how it applies has transformed over the ages, especially around the time of the Age of Enlightenment, however, the current concept of sovereignty common in today's societies was formed during the Peace of Westphalia which occurred in 1648. These peace treaties effectively ended the 30 year war in the Roman Empire and the 80 year war between the Dutch and Spain. The treaties recognized the Dutch as a sovereign republic (Inghilleri, 2007).

To be sovereign is to have supreme and independent authority over a specific geographical space such as a country, city, or territory (Inghilleri, 2007). Sovereignty allows a country the right to make laws based on their sovereign beliefs, free from the restraints of past cultural norms, established laws, other country's perspectives, or any other obligations. Sovereignty is total control by the party in charge and their decisions are theoretically driven by morals and the desires of the people in that region, free from the obstruction of outside forces giving it absoluteness.
