A sample of 500 customers who had recently returned items showed 400 thought the policy was fair, 32 thought it took too long to complete the transaction, and the remainder had no opinion. On the basis of these findings make an inference about the reaction of all customers to the new policy.

400 of the 500 is 90% and that indicates that most people believe the policy is fair and the few who did not have an opinion probably would have complained if there was. This indicates that the reaction of the customers is in favor of the policy, but a small percentage think there are problems which should be addressed since the 6% had the same complaint.
