The concept of decision making is based on using available facts in the setting one has to make decisions. In the case of the foreign subsidiary and the headquarters, two facts would be the company is in business to make money and the shareholders expect this. There may be other factors in consideration for both such as the need to provide a decent wage for employees, the taxes for the company, and the reputation (brand) of the company.
