We can actually see the effects of the mass media most prevalent during political campaigns. Even though the media is supposed to remain unbiased in their reporting, it generally does not happen that way. There are a few media outlets that notoriously report one-sided, regardless of the political side that they favor. During the times of the political races, the media outlets often "side" with their favorite party. The mass media outlets adopt the same stand as their chosen political candidate, and it is at this point that the potential outcome of public issues begins to take shape. There are some media outlets within the mass media that do report on unbiased grounds. These media outlets still shape the potential outcomes of public issues through their reporting. The more coverage a particular public issue is given, the more attention it attracts, on average. This causes the general public to begin voicing their opinions. When mass media outlets note that the majority of people are either for or against X change in public policy, the policymakers (headed by the President), begin to take note. It is in this way that mass media influences public issue outcomes.
