Material unaccounted for (MUF) is a significant issue in the context of nuclear safeguards because this material has historically been smuggled, used, and appropriated toward nuclear weapons for non-peaceful purposes in non-nuclear states. The nation state of Israel was able to gain nuclear weapons as a result of (MUF), which was stolen and smuggled away from a defense contractor in the 1960s. It is suspected that there is enough U.S. nuclear MUF to make approximately 1,000 nominal bombs. This is also suspected with Russia as well, and other figures in countries that are signators of the IAEA generally have high levels of MUF.
