If the law is evolving and becoming more refined, who do these gaps still exist?
The gaps exist but in 2006 the number of suits filed were 403 but the suits resolved were 418, similarly in 2007 the suits filed were 362 but the suits resolved were 387.( http://www.eeoc.gov/stats). These gaps exist because the suits do not get resolved quickly.
