First of all, the question of qualifications hasn't been addressed. One cannot speak of discrimination until one has assessed the possibility of denial based on equal qualifications. The fact of the matter is that there is a certain degree of skill (background, education, etc.) needed for certain of the noncannery positions. Therefore, in order to hire effective and qualified people to full those jobs, a single hiring practice should be adopted -- essentially, it should be the same as that adopted for the hiring of cannery jobs.
