A feasibility analysis is needed to determine whether or not the hospital can feasibly implement the necessary planning and resources to offer a comprehensive satellite health clinic within Pocahontas County. The current scenario at the hospital is dire in regard to the fact that it is located within a poor rural county wherein residents in the county live on a median income of $32,000 a year with 19% of the county's approximately 9,000 residents living below the poverty line. Therefore, because PMH is the only hospital serving the community, the hospital's Emergency Department is grossly overutilized as it experiences approximately 4,000 patient episodes each year. Without a comprehensive satellite health clinic, the high costs associated with "non-emergency" treatments, which represent a majority of the unnecessary visits to the ER, represent an expensive and non-profitable issue for the hospital.

The rural nature of the hospital places it in a precarious position as rural hospitals are increasingly becoming insolvent, and either merging with others or being forced to shutter and close. This is a result of the wasteful spending and high costs associated with unnecessary ER visits that often result in the hospital not being reimbursed for their services as a result of patients lacking insurance. Therefore, in reference to the feasibility analysis, it is feasible that the hospital will require a comprehensive satellite clinic to remain solvent into the future.
