One of the main criticisms of the property tax system is that many people do not think that it is fair, based on the way that it is structured. Property taxes are levied based on the value of the property. A person that owns a house situated on a large amount of land in a crime-ridden neighborhood may pay the same amount in property taxes as a homeowner in a good neighborhood that has a very small piece of land. The property values and corresponding property taxes create an unequal system because they are based on neighborhoods, and not the amount of property (land) owned.
