It is very important to understand that data collection and analysis can play a very important role in identifying the correct "Research Question". Knowledge that helps us do that comes by asking a question then theorizing about that question followed by collection and analysis of data. Without collection and analysis of data to answer the research question, the theory remains only conjecture and without the question and theorization about that question, the data and analysis is nothing more than a curiosity.
I used to have my clients put up a banner in the workplace that read "In God we trust, everyone else bring data". Often that "first cut" at the data analysis demonstrates that we asked the wrong question. Most difficult problems, those to which we cannot seem to find the answer, are difficult because we may be asking the wrong questions. We don't even know what we don't know and what we think we know may be flawed at least in part. Getting to the correct answers requires that we go down roads that first reveal errors in our current understanding so that we can ultimately get to the correct questions and subsequently the correct path to the answers we seek.
