An infinite line charge is surrounded by an infinitely long cylinder of radius rho whose axis coincides with the line charge. The surface of the cylinder carries a charge of constant surface density sigma. Find E everywhere. What particular value of sigma will make E = 0 for all points outside the charge cylinder? Is your answer reasonable?
