Those areas/neighborhoods that are backward are described as enterprise zones. In these areas entrepreneurs and investors are offered lower tax rates and less regulations if they start businesses in these areas. If a business elects to locate in these area, there will be fewer state, local and federal taxes.
In the state of Florida there is a wide usage of these zones. There are three Federal Enterprise Communities, two Federal Empowerment Communities, twenty eight rural enterprise zones and twenty eight urban enterprise zones.
