Following is process of authorization and funding of government expenditures:
President Submits the Budget Request to Congress: Under this step, president of country submits a budget request involved details about proposed government expenses and budget to Congress for their approval. It is generally submitted in month of February each year (Sidlow & Henschen, 2013).
House of Senate Passes Budget Resolution: After the submission of budget request by president, the House and Senate Committee write and vote their own resolution on budget estimations. Other committees also submit their requests and estimates to budget committee during this process (Janda et al., 2015). In the month of March, CBO publishes a report on the analysis of budget proposal provided by president. Budget committees consider the report of president in light with CBO report.
