It invites you to consider what we expect from the government, via the budget (on both the spending and revenue sides, of course) and the nature of individuals working and living in 21st century America. You have seen news stories relevant to this topic, e.g., the Occupy Movement and discussions of the gap between the 1 percent and the 99 percent of citizens, etc.
