    The first basic economic question is "what to produce?". This is concerned with how scarce resources are allocated. This allocation question is answered by the economic system. The economic system allocates productive resources in the form of land, labor, and capital. Land includes natural resources, real estate, and raw materials. Labor determines the work that is done by the people and the their earnings in the form of pay. Capital includes physical capital by way of buildings, equipment, and tools.
