In the state of Florida, McNeely (1998) presented that Section 61.13, Florida Statutes provides the most comprehensive and applicable coverage in relation to issues of child custody in the state. McNeely (1998) attests that, "in Florida that the controlling consideration in a custody determination is the best interests of the child," so that, "the court shall consider and evaluate all factors affecting the welfare of the child."
