What I have provided you with is a referenced discussion of the triple-E Senate reform proposal. You will notice that aside from discussing what it is, what it means to critics and pundits I also traced a little of its history. I decided to present a comprehensive solution for you providing details of Manning's views so that you will have a solid basis from which to build your own final paper.
