Hate crimes are acts of terrorism only if the crime is used to deliberately instill fear for political reasons. Therefore, when the KKK was engaging in violent acts to attempt to prevent Civil Rights for African Americans, they were engaging in terrorism as their acts of violence were to make a political statement and to instill fear through violence while preventing African Americans from receiving their equal rights for 100 years after the Civil War. The KKK were the original terrorists.
