Critically evaluate the evolution of law ENFORCEMENT and the key occurrences that led to the paradigm shift in policing.
Compstat emerged due to the increasing concern regarding crime within the city of New York. As such, the NYPD began to accumulate crime data primarily to report it to the FBI. This meant that these particular statistics were not utilized for "timely crime analysis".
Moreover, the police department did not have a strategic approach to prevent crime.
As it says in a report on Compstat by the Bureau of Justice Assistance,
"Lou Anemone explained that "The dispatchers at headquarters, who were the lowest-ranking people in the department, controlled field operations, so we were just running around answering 911 calls. There was no free time for officers to focus on crime prevention."10 This type of situation wasn't unique to New York City. Police officers in many cities focused on responding to crimes that had already been committed, and their effectiveness was judged in terms of response times, arrest statistics, and clearance rates. In many jurisdictions, the police were simply not held accountable for preventing crime."
Therefore, the key aspect that led to the development of Compstat, was the re-orientation of focus on crime prevention. A new "data-driven performance measurement system" (Compstat), was eventually created and implemented to monitor and act upon crime statistics. As such, the creation of Compstat and the focus on crime prevention signified a paradigm shift within the department.

Lastly, as described by Police Chief Magazine,
"CompStat is a relatively new crime management tool used in the problem-solving process; it is a "strategic control system designed for the collection and feedback of information on crime and related quality-of-life issues." This "emerging police managerial paradigm" is said to be "revolutionizing law ENFORCEMENT management and practice." and "perhaps the single most important organizational [and] administrative innovation in policing during the latter half of the 20th century." (The Police Chief, 2009)

Keeping in mind the present state of policing and law ENFORCEMENT in the U.S., examine where they see the future of this paradigm shift.
