As stipulated in the American Psychological Association's (APA, 2002) code of ethics, psychologists who engage in practices to provide unwarranted or undocumented treatment charged to third-party payors such as Medicaid constitutes fraud [Standard 1.03], and is a violation of conduct under Standards 6.04 and 9.01 of the APA rules for ethical conduct. Similarly, if psychologists use third-party "payors" involving managed care centers such as health maintenance organizations they have to inform clients/patients as to how information will be shared with the third party regarding treatment, service notes and diagnoses.
