There are many kinds of cognitive questions, ranging from yes or no type questions, to 'fill in the blank', putting things in sequential order, to the popular testing question - multiple choice. The last one seems to be the favorite for formal national testing services and more and more teachers are implementing it. These questions are often difficult to make up, requiring time and energy, but a pleasure to grade because a scan tron sheet can be used, which makes it quick and easy. However, this is not the highest level of question implementation because it does not require the highest level of thought on the part of the student, and it requires no writing skills. Considering that most students are now judged almost exclusively by these standards of multiple choice/objective question 'test taking,' - that is a shame. Reading a multiple choice type question and answering it does not require the skill and thought provoking process that an essay type question would illicit.
