Strategic Planning: U.S. Customs and Border Protection Agency

The U.S. Customs and Border Protection Agency (CBP) is one of the Primary arms of the Department of Homeland Security (DHS) and its main role is a fundamental one in terms of keeping the American way of life secure and protected. The CBP is a federal law enforcement agency tasked to regulate and facilitate international trade, enforce American regulations and policies including in the areas of trade, customs and immigration. Additionally, the CBP collects import duties creating revenue that supports American programs and ensures the continuity of fundamental welfare and government benefits and services. As a DHS arm it is the largest law enforcement body in the U.S., with around 46,000 federal officers and agents active across the US. To prevent terrorism from ever happening again in U.S. soil, CBP is tasked with the prime mission of ensuring that terrorists and their weapons do not enter the U.S.. They apprehend individuals who attempt to enter American territory illegally, especially those with criminal records whose entry into US soil engenders the American public at risk. They are also responsible of policing American borders to ensure that the influx of illegal immigrants, contraband and illegal drugs are stemmed to protect the American public from the risks they pose including the protection of American agricultural and economic interests. Specialists also ensure that harmful organisms carried by contraband or unscreened flora and fauna carried through American ports do not gain entry. Lastly, all products in and out of the US are screened for the purpose of protecting US intellectual property. All these indeed mean the CBP is a mammoth operation, with a fundamental task essential in the continuance of the American way of life. This means that to ensure the tasks are met, the CBP as an organization must put in place strategic approaches and operationalise them. It is only via careful planning and strategizing that tasks are met as resources are finite and certain goals must be met within a particular time frame. This discussion attempts to present key strategic principles and models of use to the CBP.
