When HIV first burst into mass consciousness in the 80's, it was seen as a 'taboo' condition, one that affected only the most 'depraved' of men who engage in sexual activities that are contrary to what is seen as ethical thus labelling them deviant. The disease spread among the gay community which further scandalized the public discussion of the issue. Religious communities, conservative ethnic groups and righteous organizations condemned the disease as an 'act of God' against the deviant without coming to understand the particulars of the disease, only the social and lifestyle implications. This I think is one of most difficult ethical issues regarding HIV in the third world - it is seen as taboo hence the sufferers and those willing to engage with them are ostracized and made out as pariahs.
