A filibuster is an attempt to block a vote in the Senate. There are a number of methods used, most often by an going speech or series of speeches to prevent the vote from coming to the floor. The filibuster can either run out of steam or it can be stopped by a 2/3 vote majority of the Senate. The vote is called a cloture.
