Within law enforcement two of the most stifling barriers to effective communication are individual barriers and organizational barriers. Individual barriers in criminal justice entail the ability to relate a person's message and how other's interpret their intended content while organizational barriers entail the inability to or ability to effectively relay the organizational message of communication being given by the criminal justice organization. The issue arises because of the different legal jargons that are used within courts, policing, and corrections that often makes communication difficult between organizations and the public.

The criminal justice system has formal and informal communication wherein formal communication is preferred by criminal justice administrators because they can control the content and information. This formal communication creates records for future reference and is dependent upon employees being able to effectively receive the information to carry out the aims and goals of the administrators.

Three formal ways of communication within the criminal justice system are downward, upward, and horizontal. These forms of communication are a part of the criminal justice hierarchy that is predicated upon chains of command. The downward communication begins with a superior officer issue out their orders, which subsequently flow down throughout the lower ranks. Five specific types of downward communication are 1. Job Instruction - Communication relating to the performance of a certain task, 2. Job Rationale - Communication relating a certain task to organization tasks or goals, 3. Procedures and Practice - Communication about organizational policies, procedures, rules, and regulations, 4. Feedback - Communication appraising how an individual or group performs the tasks assigned, and 5. Indoctrination - Communication designed to motivate ...
