President Reagan ran for office on a platform of "Are you better off now than you were four years ago?" He was bashing Jimmy Carter, and it worked. So implicitly, he was promising the American people that he would improve the economy and make everyone better off than they had been. His explicit promises included lower taxes to stimulate the economy, strong defense, states' rights, and smaller government.
