There is a school of thought that the overall level of prosperity of a society positively influences the development of the mathematics and sciences for a very simple reason. The more prosperous a society is, the less the common people have to concentrate on simple day-to-day survival, leaving them to pursue more intellectual interests.

It is a matter or proportions. Let us say that Society A has a large wealth gap, with 90% of the population so poor that they have to work out in the fields all day and night just to assure their survival; that means only 10% of Society A has the free time to even consider non-essential pursuits such as philosophy, arts, and sciences.

On the other hand, in Society B, only 10% of the population must slave away day and night to assure their survival. Conversely, 90% of Society B's population has the financial freedom to give themselves some measure of free time; free time for pursuing the arts and sciences. That means, assuming equal populations, that Society B has 9 times as many potential scientists and philosophers.
