The Peculiar Institution was that of Slavery. It impacted Black Americans for the most part but it also had a telling impact on the Southern Whites who promulgated their version of Apartheid. The oppression of the freed blacks through the "share cropper" system and separation of institutions, the lack of funding for those institutions, lack of voting rights via poll tax and other means, and to some degree quotas in later years, an effort to equalize opportunity had negative impacts too.
