Here is truly a simple answer - you can't. It is not possible to prevent an airplane from flying into a building if the person controlling it wants to do so, short of equipping every building in the US with anti-aircraft weapons - and THAT is a bigger problem, potentially, than the threat of a rogue airplane.

2. What do you think will be the next major domestic terrorism critical incident in our nation, and how can we PROACTIVELY prevent its occurrence?
The difficulty with this question is that it requires placing yourself mentally into the shoes of a terrorist. Terrorists come from many nations, not just Islamic ones, even including the US (Timothy McVeigh was American). The problem with preventing a crime before it happens is also problematic. If you discuss with a law enforcement officer the topic of crime prevention, you will quickly discover that they will admit to you that there is no way to prevent crime.
