The sink or swim method of ESL instruction refers to the total immersion of students in English-only instruction. The term "sink or swim" refers to the extreme case of immersion were students received no help in their own language and/or received no adaptations to their curriculum to help facilitate their learning. They either sank, meaning they didn't succeed, or they swam, meaning they learned enough English to get by.
