Phase I: Recognizing that there could possibly be a problem. If there is a discrepancy in the child's behavioral, physical, social, emotional, or academic ability and the child's age, there may be a need for additional academic or behavioral supports. During this stage, parents should meet with teachers and school staff to discuss the situation. There are some specific things that should be discussed, such as: Are the problems the student is having new or recurrent? Is the problem or issue constant? Is the issue or problem typical for the age of the child? Teacher should collect the child's work examples, and assessment data to verify the student's needs, and document all actions or strategies that are implemented in the classroom, as well as the impact these strategies had on the child. The teacher should continue to keep parents informed as to the child's progress (1).

Phase II: Pre-referral is when an intervention team is used to implement a plan to identify, develop and use alternative strategies for the student who has problems that have been recognized in the classroom. This is done prior to referring the child to special ...
