The prime issue for the EPA immediately after the towers collapsed was the enormous amount of debris and dust particulates that encapsulated downtown Manhattan and the residence and responders that were in that immediate area for the days and weeks that followed the attack. The air was visibly polluted but to what extent, and just how serious was it? Was it a concern that should cause another panic to the already shell shocked New York citizens?

The events surrounding the attacks of September 11th, 2001 caused many people to panic, unfortunately, many members of congress and various other government agencies reacted to that panic by quickly assessing situations without clear data. Now, this is understandable to a degree considering the magnitude of that day. It was the first and only time anything like that had ever taken place on American soil and there was no "rule book" for what to do in the short term aftermath.
