1. Wind is capable of carrying pollutants from State A, where the pollutant is generated, to State B, who is acting responsible and sustainable. Before accusations are made, the connection between the pollutant in State A and the pollutant in State B must be identified and clearly communicated. Two options can be explored. The first is for State A to pay State B. The second is for State A to agree to reduce their emissions to a level acceptable to State B. This will involve legal resources to insure all environmental issues are addressed.

Primary has eight different types of pollutants which are suspended particulate matter, Volatile organic compounds, carbon monoxide, nitrogen oxides, sulfur dioxide, lead, and air toxics and, radon. Then, there are two secondary pollutants. They are ozone and peroxyacetyl nitrates.
