Planning

To Robbins and Coulter (2002), planning is a process that involves defining the organization's goals, establishing an overall strategy to achieve these goals, and developing a comprehensive set of plans to integrate and coordinate organizational work.

As applied to the educational institution where this reporter belongs, planning function starts with the formulation of the vision, mission, goals, and objectives (VMGO) of the university. This is followed by the formulation of specific goals and objectives on a per department level, and then the formulation of goals and objectives per program. All the specific goals and objective by department and by program are anchored on the VMGO of the university. To ensure attainment of the pre-determined goals and objectives, the administrators of the university that include the deans, principles, directors, and program coordinators design strategies, activities, and determine the corresponding resources that must be allocated for each activity.
