Why is free data so costly to obtain?

It is no secret that data can be had for nothing. For example the US government has free data on just about every subject imaginable and other organizations like the World Trade Organization, the World Bank, the United Nations, and many others also have data for free. So, if data can be had for free why does it cost so much to obtain? Any thoughts?
