During the beginning of privatization of business in the United Arab Emirates (UAE), one of the utility companies in Dubai, moved away from public ownership to private business. When they made the move, employees and hiring became an important part of the process. The UAE has a workforce of mostly emigrates, who perform labor in all aspects of many businesses. One of the government requests was to hire more UAE citizens.

The utility company made changes to promotions and wage advancements. They created a program called the Developee program. Those hired into the program were offered faster promotions through a training program, with wage increases coming twice as fast. These advantages were not offered to employees in place before the changeover, however, they were required to train the new hires. The conflicts included between the older staff and the management, who refused to consider any changes in the new plan, and the new employees and the older staff who must train them and watch them move into positions above them faster.

Equity theory and Herzberg?s Motivation. Also add a comparison of Maslow?s Theory of Needs.

Needs and equitable treatment are the basis for the study in this case. How does the new policy change the perception of treatment by the company for those who stayed after the change in ownership. Also, how does this new policy affect the needs of the employees.

4. Determine the main characteristics of the conflict and theory (power struggle over issue of identity, etc.)

Using power and control without respect to the employees? needs and desires, experience, and knowledge.
This in turn addresses the issues of trust for the employees and management.

5. Justify your choice of theoretical approach using the facts of the conflict or situation
