History
The Davis-Bacon Act was passed in 1931 but prior to that Kansas had adopted a law requiring that contractors on public works projects pay not less than the current rate of per diem wages in the locality where the works is performed. This wages were to be paid to laborers, workmen, mechanics and other persons so employed. Bacon saw the conditions of workers, displacement of local workers by migrant workers, and competitive pressures towards lower wages in Alabama where a Veterans Bureau hospital was to be built. Bacon introduced the first version of the bill in that very year. He later introduced 13 variations of the bill. The Congressmen were frustrated that when they brought project home to their districts it did not lead to an increase in the number of jobs. The Congressmen were persuaded to reconsider the Act as a means of preventing falling wages. It became law in 1931. There were amendments to the Davis-Bacon Act in 1934 and 1935. The 1935 amendment introduced five changes. In 1941 the reach of the Davis-Bacon Act was expanded to cover military construction.
