In the case of this scenario it is quite possible that the roles and responsibilities of the employees are not clearly defined. Management has an obligation to develop a comprehensive job description that details the minimum requirements of employer expectations.

Human Resource (HR) professionals play a significant role in the recruiting process. "They may be very knowledgeable in the areas of career development and enthusiastic organizational practices" (Heneman et al, 2012), however some HR professionals may lack the knowledge of specific job functions. Management may have superior knowledge of every facet of a position whereas HR is unable to access intricate details of the position (Heneman, Judge, and Kammeyer-Mueller, 2012).

"Top managers, rather than supervisors, are more likely to be familiar with staffing planning information for the entire organization; thus, their approval is needed to ensure that recruitment activities are coordinated with staffing planning activities" (Heneman et al, 2012).

In addition, employees are uncertain as to what is expected of them, which may contribute to inadequate performance. It is my belief that management neglected to implement a requisition process in which management thoroughly evaluates their current workforce and the abilities found within each employee. "A well-developed requisition clearly specifies both the quantity and the quality (knowledge, skill, ability, and other characteristics [KSAOs]) of labor to be hired" (Heneman, Judge, and Kammeyer-Mueller, 2012).
