In addition, values need to be upheld to ensure that general welfare of individuals is taken into consideration through public good and social order promotion.

There are circumstances where bill boards advertising should be banned such as State's regulation on banning alcohol and beverages advertising therefore restricting price advertising. This resulted to fourteen states banning bill board advertising of distilled spirits including seven states which were already licensed. For over years, its have been known that bill boards have a significant effect on how youths behave. This belief has formed a basis for the banning of billboard advertising products such as alcohol and tobacco. Therefore, it is expected that alcohol behaviors among the youths will be viewed as inter-state differences in the adult per capita income. According to Cook and Moore (2000, 2001), banning price advertising increases the searching costs of consumers and reduces competition among the retailers.

3. Is "preservation of community character" a legitimate matter for land use regulation?
Preservation of community character is a legitimate matter for land use regulation. This is evident from the case (People v. Stover 1963), where the court ruled that the people were justified in stopping Stover from her unusual protesting form which was offensive unnecessarily to an average person's sensibilities. Most courts consider an aesthetics view as a legitimate public purpose which can be controlled by land use regulation (Cullingworth, & Caves 2008).
