Not weak. What does the photo tell you about the political views of the editor who chose to publish this picture rather than another? A pro-Lincoln portrait, not one intended to make him appear a buffoon.

Bill Clinton
What image does the photo project? Friendly, affable, congenial, business-like. Does this person look stupid, powerful or weak, effective or ridiculous? Emphasizes his friendly nature, much less studious than Lincoln's portrait. What does the photo tell you about the political views of the editor who chose to publish this picture rather than another? Also pro-president image, focusing on his approachability.
